The rule is to buy stocks only if the current market capitalisation (price of the stocks x number of stocks) is less the 66% of the current net assets of the company. He called this margin of savety. You would need to analyze hunderts of companies to find one that match this rule.
This is how the net current assets can be calculated: Take only the current assets of a company (like cash, inventory) and ignore all long term assets like buildings etc. Now substract all liabilities (short term and long term liabilities). If the market capitalisation is $500 million and the net current assets are $1000 million dollar this would be give a NCAV of 0.5 or 50%.
